The state legislation is seen as a step toward the kind of full normalization that only a federal law can achieve.

Student activists at Brooklyn College are among those leading the push for a state version of the federal DREAM Act. Some of the activists—who are among the roughly 3,000 undocumented students who are enrolled in the CUNY system—face the possibility of deportation to a homeland to which they feel no connection.
