FYI: The White House ordered the release last Friday of $200 million in emergency funds for the federal program that helps low-income, elderly and disabled people heat their homes. New York received $36.8 million of that money, an allocation significantly higher than any other state. The Energy Information Administration estimates home heating costs this season are 20 percent higher than the average over the last five years. A Senate budget bill for fiscal year 2003 passed last week with a $300 million increase for the home heating aid program. [1/28]
