FYI: The City Council had a busy week passing what Speaker Gifford Miller is billing as his good government legislative package. At Wednesday’s full chamber meeting, members approved bills requiring the schools chancellor to submit quarterly reports on construction projects to the Council, mandating that all official city documents be available online and adding employees of elected officials and appointed agency heads to the list of workers protected from retribution when they report fraud or mismanagement. The Council also passed a bill designed to allow restaurants to get permits for sidewalk cafes more quickly. Officials hope those reforms will make it easier to track sidewalk cafes and keep an eye on “café creep,” when shop owners expand their outdoor space further than they are licensed to do. [1/31/03]
