On Thursday, November 9, 2016, the Department of City Planning discussed its draft rezoning framework for East Harlem at the Community Board 11 Land Use, Landmarks & Planning Committee meeting at 7 East 116th Street in Manhattan. Because of some technical difficulties, a portion of the meeting is missing from these tapes.
