Mayor de Blasio’s housing plan isn’t just ambitious—it’s ambitious on two different levels.

The citywide zoning proposals were the focus of lengthy hearings last week, and talks about those initiatives are ongoing. But in coming days there’ll be developments in two of the neighborhoods where those and other proposed policies will have their first real test: in East Harlem, where a community-generated plan is set to be released, and in East New York, where a planning commission vote looms.
