With newscaster Felipe Luciano running for City Council in East Harlem this year, leaders in El Barrio thought they had a chance to win the district. The state Department of Education might want to re-read the Americans with Disabilities Act, suggests an advocacy group which last week filed a complaint in federal court that charged the agency with forcing students with special needs to wait up to two years to take their GED test.
