Opinion: In the ‘Year of Greenways,’ Let’s Insist on Equity

    Why is upper Manhattan, with its east side Greenway gaps from 123-133 and 143-164, left out, not to mention the crumbling conditions that are so bad that the Greenway is closed off opposite the Costco Mall at 116-119? Isn’t Harlem an equity-eligible community too? In fact, the “green necklace” completely around Manhattan has been promised since the early 1990s, but three gaps remain on the east side, including the third one from 41-53, still unconnected after the – too expensive – new 8-block Greenway mentioned in the article, itself overdue by years.
    Perhaps it’s the cost. At roughly $250m per half mile, I too have objections to such a big spend. But that is the fault of the city for not managing costs, and undoubtedly it will be a factor in every other borough and should be addressed before work starts anywhere.
