Opinion: Fighting for Basement Apartment Tenants, 11 Years After Hurricane Sandy

    Lack of safe egress, lack of sufficient light and ventilation are two of the most hazardous conditions that make cellars and basements (not the same thing) illegal for habitation. Who is going to pay to make them safe? If someone dies living there, is the owner who rents hazardous places charged with murder? Why not? Why isn’t there enough safe and affordable places to live?
