    Way to Continue to Forget the “Forgotten Borough” in your list of Outer NYC Boroughs, which is the furthest Out. And at least Manhattan & your 3 listed Outer Boroughs (Brooklyn, Queens, Bronx) have a subway system, that Staten Islanders, without a subway system, are subsidizing (many non-paying) riders in the other 4 boroughs thru tolls on the 4 bridges we are free to leave, but must Pay to Cross to come home .

    The MTA needs to incorporate these vans into the infrastructure. Adding Omni card readers to them allowing to transfer to subways and eliminating most of the non express busses on those routes would save the MTA thousands. Registering them as busses rather than for hire vehicles would take the TLC out of the picture. It could be done, unfortunately, the city always seems to take good ideas and ruin them by replacing the independent immigrants doing these things and replacing them with large investors who hire people for less money.
    With the dollar vans, MTA could pay them $2 per ride as independent contractors, make sure the vehicles were properly insured and include rules that when vehicles are replaced they must be at least hybrid, cng or other less polluting power sources.
    The issue will be that the city must not do what they always do when they legalize things, make it impossible for the small owners to comply, leaving big money interests to force them out
