The advocates for homeless need to provide alternatives to allowing people to live on the street. The public realm is shared space and allowing one group to co-op it for their own purposes is anti-community. Instead of objecting to every effort at mitigating a crisis on our streets and a wholesale degradation of our shared spaces, come up with an alternative. No one is criminalizing the homeless. Likewise no, people should not be able to occupy storefronts, sidewalks and plazas. What is your suggested plan B?

I wonder about the ability of opening public schools, libraries , museums and public university cafeterias or gyms or a designated area to use as a night shelter to relieve lack of homeless night sheltering . Obviously the logistics are an issue as well as keeping a safe area around schools for children .Perhaps providing food and medical services away from these areas might alleviate congregating during daytime use by children and the public. Additional funding would be needed for these sites .
