As an intermediate step, I’ve always thought it would be a great idea to offer free fares at all times for children through age 18. Many if not most NYC children receive fare free MetroCards for use during school hours. How much additional expense would it be to make their use full time? Aside from the savings to families, the marginal cost would probably be offset by additional economic benefits to the city in that it would encourage families with children to go out more and take advantage of all the city has to offer.
