    Thanks for writing about this. Unfortunately, what continues to be blurred is the line between maintenance and capital projects. “Maintenance” requires competent management, responsible budgeting — and competent management. It’s easier for electeds (and the management the electeds appoint) to defer maintenance until parks (and other public facilities) deteriorate. Then, they’re either abandoned or — perhaps — restored through a capital expenditure. And thanks for covering this in the article. Electeds hate “maintaining” stuff but they love capital projects. Competent management requires responsible budgeting as well as day-to-day and year-to-year attention. This gets no headlines. Capital projects, on the other hand, can be bonded. The money is spent now and paid for later. Capital projects also involve ribbon-cutting and headlines. Electeds love spending now, paying later, cutting ribbons, and garnering headlines. Management and maintenance? Not so much.

    It can be difficult to get donors or to apply for funding without clear lists, transparent spending tables and publicity.
