Cleaner Creeks and Bays, But How Will New Yorkers Access the Waters They Own?

    In saying that the water started becoming cleaner in the 1990s, this article totally ignores the federal Clean Water Act, which was passed around 1970. This law promoted building of sewage treatment plants which were responsible for a considerable amount of improvement of our water quality long before the 1990s.

      Far from ignoring the Clean Water Act, the article mentions it twice!
