As NYC Considers Scrapping Tax Lien Sale, Land Trust Plan Gains Steam

    I applaud and wholeheartedly support the elimination of the lien sale system. In the 1990’s when i was o n the New York City Panning Commission, i urged that the city, ‘land bank’ in rem properties for public purposes and that they dispose the properties in a strategic manner based on a plan and that priority be given to ‘community land trusts’ or community based housing organizations. Instead the Guilianni administration opted for the present system of disposition. Unfortunately, that policy has contributed to the loss of affordable housing and stemmed community initiated efforts to build affordable housing. The proposals now being put forth to replace the lien sale programs and dispose of in rem properties to ‘community land trusts’ are worthy adoption. The city can’t afford to continue to lose land that should benefit our neighbors and not real estate speculators.
