The Northeast Plaza in City Hall Park is an underused public space. Currently a security zone for the NYPD, it was most recently a food court of smelly noisy carts and loud gangsta rap music from the acrobats.

Friends of City Hall Park is wondering if there’s a better use that satisfies NYPD’s security needs and fulfills a potential for appropriate permanent recreation space for a neighborhood starved for publicly accessible open space.
