Creating a legal basement or cellar apartment will be an expensive process that few homeowners will probably bother with. Cellar apartments will require a separate egress which in many cases will have to be cut through the home’s foundation. None of this is cheap.

There is a zoning problem too. If a 2-family house adds a legal basement/cellar apartment it is then a 3-family house, and must be in an area zoned for 3-family homes.

I am so glad NY is thinking how to solve these problems get NYCHA building fixed let home owners rent basements we NEED to CLEAN UP NY NOW GET A TEAM and SHUT DOWN THE SUBWAYS AT A CERTAIN TIME TO POWERWASH STEPS AND TRAINS GET THE GUM AND FILTH UP. IF YOU RECEIVE PUBLIC ASSISTANCE YOU SHOULD BE ONE OF THESE CLEANING MAINTENANCE WORKERS-IF YOU ARE INCARCERATED YOU NEED TO BE ONE OF THESE WORKERS. SET UP TEAMS TO GO OUT AT 2AM-4AM 7 DAYS A WEEK AND CLEAN UP NY. I TRIED TO SET UP A VOLUNTEER CLEAN UP NY FUND RAISER I HAVE SOME WAKES AND GARBAGE BAGS DONATED I WENT AROUND TO SOME MEN SHELTERS AND PICKED UP 3 MEN AND GAVE THEM METRO CARD AND $20.00 GIFT CARD TO CLEAN UP SOME AREAS IN QUEENS. IT LASTED 3 MONTHS. I LOVE NY KEEP THE HOME OWNERS HAPPY AND ABLE TO PAY THE MORTGAGES- USE THE PEOPLE IN JAIL AND ON PUBLIC ASSISTANCE.
