    The workforce system needs to do a better job connecting to youth, especially those who are the least job ready. While important steps have been taken to develop the human capital of many New Yorkers, little has been done to aid them in developing social capital. A high dose of social caption could be the impetus that legimitizes young peoples’ investments in education and training. It is a whole new deal when you know someone on the other side of the labor market who is committed to helping you put your hard earned credential to work.

    Let’s start with the Mayors Office of Appointments. From day 1 when there was a big tent downtown after BDB won they asked for resumes. The inexperienced staff working for BDB is breathtaking bad so you send you resume and staff might call you if you are lucky. Each staffer is looking for their own job with a fancy title and then leaves. Then another person starts at this alleged office and the patronage mill is so disgusting you wonder how anything is done. You got some kid who’s prior experience was creating a flea market in NJ working in the alleged homes unit, you got some political hack from the Young Manhattan Dems working in HR at HPD. You got Emma Wolf making decisions and all the wrong decisions when it comes to policy and empty store fronts and job creation.
