Wasn’t the gift of Governors island from the federal government to the City specifically conditional on a the promise that the city would use the land for active and passive recreation only?

Is there an email address to which comments can be sent, or is it snail mail only? NYC Gov site just says “Written comments on the Draft Scope of Work may be submitted to the Mayor’s Office of Environmental Coordination until 5:00 P.M. Tuesday, October 9, 2018.”.

New York City could have used the existing high rises for housing the transient homeless and for uniformed services, such as the police firing range, police academy, not to mention basing the harbor patrol there. Instead the structures were all torn down shortly after assuming control. I wonder now if the park that was created always had the the present zoning changes in mind. For heaven’s sake at least a marina base hotel would make sense and generate income and not over load the ferry. This sounds like another instance of short sightedness.
