    Where is the context? The complete story?
    There was little crime in Oakland from it’s founding in the 1800s until the 1950s. What changed, and how did changes relate to the dramatic increase in crime?
    From wiki:
    “Detrimental to the communities of Oakland was the emergence of large-scale
    gang-controlled drug operations in the 1970s. Rates of violent crime skyrocketed during this decade; Oakland’s murder rate rose two times that of San Francisco or New York City during the same time period[21]. Oakland was plagued in the eighties by a continuation of the rising crime rate and drug issues of the previous decade. Crack cocaine exploded as a big problem for the city during this period, and Oakland was regularly listed as one of the U.S. cities most plagued by crime.”
    So, what caused the emergence of large-scale gang-controlled drug operations in the 1970?
