City Hall shouldn’t force a rezoning if the residents are opposed to it. But CASA, 32BJ and other groups have to be realistic. Union labor is expensive and I don’t see how you can build affordable apartments with expensive labor.

There is a common myth that unions hurt productivity, supposedly because they impose work rules that make their employers less efficient. The evidence from industrial relations studies does not support this myth. A broad study of the economics literature found “a positive association [of unions on productivity] is established for the United States in general and for U.S. manufacturing” in particular (Doucouliagos and Laroche 2003, 1).1 And as the second chart below reveals, international comparisons suggest that high productivity and very high union density are entirely compatible.

That area proposed for a rezoning is an absolute disaster. The auto shops and cruddy small businesses need to go if the neighborhood is going to progress. I rather patronize a business by a “blanquito” than a small dirty little restaurant. I want some class in my neighborhood.
These community groups prefer the neighborhood just the way it is, and that is a problem.
