In just two weeks last year, 22,000 New York City residents complained of heating outages to the city. The actual number of outages was likely higher.

The scale of heating outages has prompted us to wonder if utility outages—of heating, hot water, gas or electricity—are a bigger problem than most realize—and look into how they are experienced and what can be done about them.
