    When it comes to all levels of care (whether it be mental illness, medical care, inmate safety of all kinds) DOC Administration & supervisors go out their way to be negligent & punish their subordinates who try to bring it to their attention. My current law suit states exactly that (see Monclova v. City of New York, Dkt #13 Civ 7261 (USDC/EDNY).

    Let the prisoners decide how long they want to stay in jail…..cool idea…its up to you…..all you need to do is read and discuss the New York Times in front of a parole board and ask for a second chance…that could take 5 or 50 years their choice……the problem is NOT racial discrimination, but severe functional illiteracy and we need to break the chains.

    That seems about right. I can’t really ID people out on the street with ‘cognitive problems’. Some but not all. Unfortunately they ID me too often.
