FYI: Job training programs are largely unprepared to deal with the fact that immigrants are likely to account for all of the net growth in the 25- to 54-year-old workforce over the next two decades–so says a Center for Law and Social Policy report, one of a slew released to coincide with Labor Day. CLASP lays out compelling trend numbers on immigrants in the working age population: 5 percent of working-age adults speak no English; half of the workforce growth in the 1990s came from immigrants, up from 10 percent in the 1970s; nearly half of new immigrants in the 1990 Census spoke no English. And yet, CLASP says, English-language services and job training are rarely integrated. [8/29/03]
