The bill allows the Taxi and Limousine Commission to boost the city’s fleet to 13,087 cabs, but mandates 9 percent of the newly licensed vehicles be fully accessible to people with disabilities. Critics such as Borough President Virginia Fields say that’s insufficient, noting it will raise the total number of accessible cabs in the city from five to just 86. [7/17/03]
