FYI: The HIV/AIDS Services Administration, or HASA, is still failing to provide timely assistance to its more than 30,000 clients, according to a city comptroller’s audit released this morning. The comptroller sampled 32 requests for financial assistance from clients who secured their own housing and found HASA processed fewer than half within the mandated five-business day timeframe. The audit also charges HASA with inefficiency in managing the permanent housing placements it attempts to broker itself, pointing to problems like the Housing Unit’s failure to schedule appointments for clients with the landlords it identifies and to case managers’ laxness in tracking cases once they refer clients to the Housing Unit. Managers were tracking the status of only ten of the approximately 100 housing cases the comptroller sampled. [7/2/03]
