FYI: Assembly Health Committee Chair Richard Gottfried and Corrections Committee Chair Jeffrion Aubry introduced three bills this week that would shift oversight responsibility for prison healthcare to the health department, apply the Public Health Law to prison clinics and force the corrections department to establish HIV, Hep C and STD education and prevention programs in all facilities. The latter bill would likely push corrections officials to make condoms available in all of its facilities, a highly controversial step. According to Gottfried, only 80 inmates currently get Hep C treatment, though an estimated 10,000 live with the virus. An estimated 11 percent of state inmates are HIV positive. [2/28/03]
