DEPUTY COMMISSIONER
Administrative Staff Analyst M-IV
The NYC Human Resources Administration's Finance Office is seeking a Administrative Staff Analyst, Level M-IV to serve as the Deputy Commissioner for the Office of Revenue Management and Development (ORMD). The Deputy Commissioner will be responsible for overseeing ORMD which works to maximize federal and state funding of HRA cost by developing revenue-enhancing initiatives, carrying out revenue-generating projects, and working to avoid or minimize dollar losses arising out of deferrals and disallowances. ORMD is responsible for identifying Safety Net cases that could be converted to Family Assistance, thereby reducing City Tax Levy cost for these cases by 50%. The Deputy Commissioner will also work closely with the Medical Insurance and Community Service Administration (MICSA) to reduce the City's Medicaid liability. In addition to the above, the incumbent will oversee the design, analysis, implementation, quality control and maintenance of all Agency Financial processes, applications and systems which produce data for tracking expenditures in excess of $5 billion annually and provide financial controls for revenue tracking, State and Federal claiming, reconciliation of accounts and other important fiscal operations critical to the Agency.
Applicant should have the personnel skills required to work comfortably with a large diverse staff, and suitable presentation skills for reporting persuasively to senior management.
QUALIFICATION REQUIREMENTS:
A baccalaureate degree from an accredited college and four years of professional experience working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations, research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. Eighteen months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the described areas.
PREFERRED QUALIFICATIONS:
Candidate must possess knowledge of funding sources that support HRA's budget.
SALARY RANGE: $63,090-$130,232
