FYI: The problem of late payments and slow contract registration for nonprofits won’t be solved by the mayor’s Charter Revision Commission, according to a draft of a report on procurement reform released yesterday by the commission. Although it includes recommendations on streamlining the contracting process and revising the VENDEX rating system, the report says late payment and registration can’t be solved through charter reform. In a nod to nonprofits, however, one recommendation does give the Procurement Policy Board the power to avoid having to audit the same agency multiple times for multiple contracts. The commission’s recommendations will be discussed in a series of public hearings in July. [6/27/03]
