FYI: The Assembly Committee on Rules introduced a bill this week that would allow New York City’s Department of Environmental Protection to build a water filtration plant in Van Cortlandt Park in the Bronx. Community and environmental activists have loudly opposed the plan for two years, as has Bronx Democrat Jeffrey Dinowitz, who represents the district where the park is located. The city is under a federal order to choose a site for the plant by the end of the month, and it says the park offers the most ideal location because the other two possible sites–one near Fordham Road along the Harlem River and one in Westchester–would be difficult and costly to construct. If the city is able to advance the Assembly legislation in time to meet the federal deadline despite Dinowitz’s opposition–a task complicated by the need for an official request from the City Council, which has not yet been made–advocates told the Norwood News that they will file suit, likely charging the city with failing to follow state land use procedures, which require a public review process that has not taken place.
