FYI: City Comptroller William Thompson charges that the city Department of Sanitation has “actively ignored” several state laws at three waste management facilities in Brooklyn and the Bronx. In letters sent to state officials and DOS last week, Thompson confirms the validity of community complaints about compost facilities at Old Mill Creek Park in Brooklyn and Soundview Park in the Bronx. Thompson charges that DOS established the facilities without conducting mandatory environmental reviews, holding public hearings or obtaining legislative approval to build them on land already mapped as parkland. He states that DOS similarly violated state regs in establishing a third facility, at Canarsie Park in Brooklyn, which it has since closed. [3/11/03]
