FYI: In the hours before taking his oath of office for the third time, Governor Pataki vetoed bills that would have allowed New Yorkers on welfare to attend basic ed classes as part of their work requirements, and would have funneled money saved by closing beds in state psychiatric hospitals to community-based mental-health services. The former proposal should be left up to each county to decide, said the governor, and the latter, he added, would limit his authority to propose his own state budget. [1/2/03]
