FYI: City public schools are expanding English immersion programs while ignoring previous pledges to invest in bilingual education and offer parents informed choices about language courses, charges a Puerto Rican Legal Defense and Education Fund report. In 2000, the Board of Education and former chancellor Harold Levy both published analyses declaring bilingual education more effective than immersion programs and listing reforms to improve bilingual services, including teacher training.
