The good-government City Project has joined the chorus of organizations who think the Giuliani administration is releasing only the happiest governmental performance statistics.

The mayor’s February management report, the City Project maintains, “is primarily a public relations celebration.” Among the nonprofit group’s contentions:

— Information on the city’s housing agency is obscured by changes in statistical definitions and 36 footnotes.

— Statistics on the city’s aggressive workfare plan are sketchy and misleading.

— All but four of 38 Board of Education indicators are left out of the MMR.
